Eligibility


To be eligible for CCEOC services you must meet the following requirements set by the Higher Education Act of 1965. Some resources may still be available if you do not meet the below requirments; contact CCEOC staff for more details.

Eligibility Requirements

  1. You are 18 years of age or older.
  2. You are a citizen of the U.S., a permanent resident, or are in the U.S. for a non-temporary purpose and can provide evidence from ICE.
  3. You live within Fresno, Madera, or Tulare Counties.
  4. You are from a low-income family, or neither of your parents received a degree from a four-year university.

Federal Annual Low Income Levels

(Effective January 11, 2024 until further notice)

For family units with more than eight members, add the following amount for each additional family member: $8,070 for the 48 contiguous states, the District of Columbia and outlying jurisdictions; $10,095 for Alaska; and $9,285 for Hawaii.

The term "low-income individual" means an individual whose family's taxable income for the preceding year did not exceed 150 percent of the poverty level amount.
