Fresno State COVID-19 Emergency Grant Program
SPRING 2022; Fresno State HEERF III Grant Program
Through the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), the U.S. Department of Education announced the Higher Education Emergency Relief Fund II (HEERF II) to support the continuing challenges students are experiencing as a result of COVID-19. Fresno State will receive approximately $46 million in aid, and of that amount, will award approximately $23 million in financial grants to students for the Spring 2022 semester.

HEERF III - All undergraduate, graduate and professional Fresno State students enrolled as of February 21, 2022 in a Title IV federal financial aid eligible program. With this award, you are not required to have a completed FAFSA or CADAA. The grant amount will depend upon whether you are a part-time or full-time student and for those with a FAFSA/CADAA on file with the University, an Official Estimated Family Contribution (EFC) will be used to determine the award category. Under HEERF III, International, undocumented, and non-US citizens students are eligible for funds.
HEERF III grants will be based on enrollment and a FAFSA/CADAA Expected Family Contribution (EFC), if available, as of February 21, 2022. Awards will be funded in three categories. For students with a pandemic expense who are not eligible for funds under categories 1 and 2, you will receive an email to your Fresno State email account on February 23rd which will contain a link to a simple application/survey for a HEERF III award. You must complete the application by March 4th.
Full-time defined as:
- Undergraduates, Credentials, and Certificate = 12+ Units
- Master's and Doctoral Students = 9+ Units

Beginning the week of March 14th, grants from Categories 1, 2 and 3 will be disbursed by Student Accounts and refunded to students through BankMobile. HEERF III grants will not show on your Financial Aid award and do NOT apply to any outstanding tuition/fee charges. If you have any University outstanding charges, we encourage you to use these funds to pay your account.
If you have not set up a refund account with BankMobile, do so immediately so funds can be delivered to you. Information on how to set up an account is available at: http://www.fresnostate.edu/adminserv/accountingservices/money/bankmobile.html.
BankMobile is not able to refund to foreign bank accounts so please use a domestic bank account.
For students in categories 1 & 2, an application is not necessary. HEERF III grants will be based on enrollment and a FAFSA/CADAA Expected Family Contribution (EFC), if available, as of February 21, 2022.
For students with financial need related to the COVID-19 pandemic who are not eligible for funds under categories 1 and 2, you will receive an email to your Fresno State email account on February 23rd which contains a link to a survey to request HEERF III funds. You must complete the survey by March 4, 2022.
Students in categories 1 & 2 are not eligible to apply for additional funds in category 3.
Grants will be awarded based on the information we have as of February 21, 2022. Although a FAFSA/CADAA is not required, it does help us determine the categories.
You can still complete a 2021-2022 financial aid application. Be sure you include Fresno State's school code 001147. The results with an Official EFC must be received by February 18th to be considered for categories 1 & 2.

All undergraduate, graduate and professional Fresno State students enrolled as of March 26, 2021 in a Title IV federal financial aid eligible program who meets the citizenship requirements for completing a Free Application for Federal Student Aid (FAFSA). With this award, you are not required to have a completed FAFSA provided we can determine you are a US citizen or eligible non-citizen to meet Title IV eligibility. The grant amount will depend upon whether you are a part-time or full-time student and for those with a FAFSA on file with the University, an Official Estimated Family Contribution (EFC) will be used to determine the award category.
International, undocumented, and non-US citizens students with no FAFSA to determine eligibility, are not eligible for HEERF funds. However, the University will utilize other funds to award grants.

Through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the U.S. Department of Education announced the Higher Education Emergency Relief Fund (HEERF) to support the changes and challenges students are experiencing as a result of COVID-19. Fresno State signed and returned the Certification Agreement on 4/10/2020. We assure no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act is provided as Emergency Financial Aid Grants to students.
Fresno State received approximately $16.4 million for emergency financial aid grants for students in an effort to help with additional expenses associated with the impacts of COVID-19. As of May 31,2020, we have distributed a total of $16,604,550 to 17,630 students.

All currently enrolled Fresno State undergraduate, graduate and professional students who are eligible to receive federal financial aid and were not enrolled in a completely online program as of March 13, 2020 may receive emergency financial grants funded by HEERF. Grants are prorated for part-time students.

Fresno State CARES Emergency Grant Program for International Students
Grants will be based on each student’s documented Title IV eligibility and financial need as determined by the FAFSA. Three primary categories are identified below.
Full-time defined as:
- Undergraduates, Credentials, and Certificate = 12+ Units
- Master's and Doctoral Students = 9+ Units
Students who meet the requirements as stated for Categories 1 and 2 do not need to fill out an application as the minimum grant amount will be automatically awarded. If students in Categories 1 & 2 have needs greater than the minimum grant award, they will need to apply for additional funds by completing a simple online application.

CARES emergency financial grants are to be paid directly to students and cannot apply to any outstanding charges. Grants will be disbursed to BankMobile in the same manner as all refunds to students. Students should verify all information at BankMobile is up-to-date by going to the ‘BankMobile Refund Selection’ in your Student Self Service. We recommend selecting a bank account to avoid the wait time for a mailed check.
Disbursement of Category 1 and 2 grants will begin the week of May 4th.
For Category 1 and Category 2 grants, students with a completed 2019-2020 FAFSA have already been identified and do not need to submit an application.
For a Category 3 grant, students will be able to access a simple, online application beginning on May 4th in their Student Center under ‘My Finances’. The deadline to submit an application for Category 3 is May 11th.
To be eligible, students must meet the eligibility requirements to receive Title IV aid as described in Section 484 of the Higher Education Act (HEA):
- Be enrolled or accepted for enrollment in a degree or certificate program
- Not be enrolled in elementary or secondary school
- For currently enrolled students, be making satisfactory academic progress
- Not owe an overpayment on Title IV grants or loans
- Not be in default on a Title IV loan
- File "as part of the original financial aid application process" a certification that includes
- A statement of educational purpose
- Student's SSN
- Be a U.S. citizen or national, permanent resident, or other eligible noncitizen
- Have returned fraudulently obtained Title IV funds if convicted of or pled guilty or no contest to charges
- Not have fraudulently received Title IV loans in excess of annual or aggregate limits
- Have repaid Title IV loan amounts in excess of annual or aggregate limits if obtained inadvertently
- If required, have a verified Selective Service registration
- Have a verified Social Security Number
- Not have a federal or state conviction for drug possession or sale, with certain time limitations
Grants are awarded on a first come, first serve basis. To be considered for this grant, you will need to complete the 2019-2020 FAFSA.
You can still complete your 2019-2020 FAFSA at studentaid.gov and you will want to make sure you include Fresno State's school code 001147. Please keep in mind that it will take a few days for us to receive your 2019-2020 FAFSA once it is submitted and if you have any To Do items for 2019-2020 as a result, you will need to take care of them as quickly as possible.

Fresno State offers emergency grants for CSU students experiencing financial hardships due to the COVID-19 pandemic. While undocumented students are not eligible for aid through the Higher Education Emergency Relief Fund, the campus has allocated other funding to provide emergency financial grants to students.
All undergraduate, graduate and professional Fresno State students enrolled as of March 26, 2021 in a Title IV federal financial aid eligible program who meets the AB540 residency status. The grant amount will depend upon whether you are a part-time or full-time student and for those with a California Dream Act Application (CADAA) on file with the University, an Official Estimated Family Contribution (EFC) will be used to determine the award category.
The Emergency grants are designed to support student expenses related to the COVID-19 pandemic. These expenses may include food, housing, course materials, technology, health care and child-care expenses. Funds will not apply to any balance you have on your student account.
Grants will be based on enrollment and a CADAA Expected Family Contribution (EFC), if available, as of March 26, 2021. Awards will be funded in three categories:

COVID-19 Emergency Grants for Undocumented Students; Spring 2020
The CSU Cares Program offers emergency grants for CSU students experiencing financial hardships due to the COVID-19 pandemic. While Undocumented Students are not eligible for aid through the Higher Education Emergency Relief Fund, the campus has allocated other funding sources to provide emergency financial grants to students.
- Must be currently enrolled for Spring 2020 in a degree program and not enrolled in a completely online program as of March 13, 2020
- Must meet requirements for CA Assembly Bill 540
The CARES emergency financial grants are designed to support student expenses related to the COVID-19 pandemic. These expenses may include food, housing, course materials, technology, health care and child-care expenses. Funds will not apply to any balance you have on your student account.
For students who submitted a CA Dream Application, grants will be based on each student’s financial need as determined by their Expected Family Contribution (EFC).
For AB540 students who did not submit a CA Dream Application, grants will be based on an assumed EFC of 1.

The CSU Cares Program offers emergency grants for CSU students experiencing financial hardships due to the COVID-19 pandemic. While International students are not eligible for aid through the Higher Education Emergency Relief Fund, the campus has allocated other funding sources to provide emergency financial grants to students.
Spring 2020 currently enrolled international students pursuing a degree at Fresno State, not enrolled in a completely online program as of March 13, 2020, and have stayed in Fresno after the shelter in place order.
The CARES emergency grants are designed to support student expenses related to the COVID-19 pandemic. These expenses may include food, housing, course materials, technology, health care and child-care expenses. Funds will not apply to any balance you have on your student account.
Grants will be determined by the number of units a student is enrolled in for Spring 2020.
